MVWSD's Multilingual Learner/English Learner Overview and Master Plan
The slides below describe the educational context around Multilingual Learners/English Learners (MLLs/ELs), how students are identified, assessed, instructed, reclassified as fluent, and how families can give input on related district plans and actions.

Language and Academic Goals:
- Every EL/MLL will increase their proficiency level on the English Language Learner assessments every year
- Every EL/MLL will meet reclassification criteria within 8 years in US schools
- Every Reclassified (former) EL/MLL will meet or exceed grade level standards
Program Goals:
- Develop and implement effective programs for ELs/MLLs as described in the Master Plan for English Learners;
- Ensure that all ELs/MLLs access and master the English language in a timely manner;
- Ensure that all ELs/MLLs access and master the core curriculum and meet grade level standards;
- Decrease the risk of failure and retention;
- Promote bi-literacy in Dual Immersion Alternative Programs;
- Strengthen parent involvement and engagement in their child’s academic plans;
- Increase ELs'/MLLs' participation in advanced academic programs and enrichment opportunities;
- Engage ELs/MLLs in meaningful cultural, social, and academic activities
- Increase ELs'MLLs' understanding and strategic use of the English language for communication.
Instructional Time:
- Designated time for language instruction for all ELs/MLLs.
- K-5 ELD small-group instruction, rotations, designated pull-out, and integrated ELD throughout the day
- 6-8 ELD designated or mainstream ELA block and integrated ELD across all content areas
- Integrated instructional practices aimed at helping students develop language fluency in every classroom
Reclassification as Fluent:
- Students must meet four main criteria outlined here: English / Spanish

- Reclassified students no longer require specialized instruction, but are still actively monitored for four years after their reclassification date.
